Theory Would device ID tracking theoretically stop infiltrators?

After seeing the post made by that female troll earlier today, I thought about what could be done to stop it.

Thinking it over, I thought about maybe implementing a device ID tracking system. This way, it wouldn't matter how many accounts the troll(s) make, since they're all coming from the same device.
Even if, say, the troll or trolls in question buy more devices to circumvent this, that's still money being spent (and lots of it at that) to fund their trolling exploits.
Meanwhile, site staff banning them is free and only takes a few clicks.
Thoughts?

Because it's not an app you install. The forum already has browser fingeprinting when you're signing up but that's pretty easy to bypass or so I've heard.
