"Upskirting" means photographing a woman under her skirt. Japan outlawed it in the 2000s and pretty much all countries followed suit over time.
I would obviously not do it even if it was legal, and it's not even necessary given that consensual photographs of female human genitalia exist on Wikimedia Cunts anyway for who wants to see them.
But looking at it objectively, "upskirting" is not all that harmful because a woman who is upskirted is not physically hurt and the photograph can not even be linked to her identity. It could be from any of the billions of women on earth.
At the same time, something that is objectively more than a hundred times worse and actually is physically harmful is both legal and culturally accepted. I will let you guess what it is.
