Them being less like traditional mindless zombies and more like hostile possessed people makes them scarier. The brainless stumbling zombie has been over played.
However, I'm not going to say that Resident Evil 4 is all that scary. The first village segment is, but afterwards the games starts toning the horri and intensity down and becoming more like an arcade action game. At least until the regenerators.
But that first segment is extremely scary. Especially if you've never played the game before.
