1. Men are more likely to "catcall", "wink", "etc", in fact I have NEVER seen a woman cat call at a man I have seen many men do it however, some forms of degeneracy as to be prevented at the "male end" of the issue.

A man winks at another man's wife, he might just beat and/or kill her out of shame/spite or because he suspects she knows him and is cheating
