Being rich doesn't guarantee that you will have high IQ. There's actually a study which shows that rich people are not smarter than people with less money. Having a high IQ goes beyond wealth. It involves many of other factors. Chinese people are high IQ because of their culture not their DNA. Btw, the elite class in oil rich countries are a small minority. They cannot affect the average IQ of their countries. This is a really bad counter point on your part.
