That's true, as it's too difficult for most people to do themselves. Problem is, how do you quantify suffering, and how do we determine how much can be justifiably endured? As far as I can tell, if you examine consciousness for what it really is, there isn't a single human alive for whom waking up after they fall asleep is truly within their best interest.

I think needs such as food,water,shelter and clothing should be handled by the state instead of private individuals
Wants such as entertainment,sports etc. SHOULD be handled by private individuals since they're not needed for living unlike food,water,shelter clothing etc.
I think fictional foids are millions of times better than real foids.
I think Hentai is better than real porn.
I prefer cats over dogs.

Other than that part, Eugenics is pretty good, and will be necessary in the future for rapid evolutionary growth, but there's better ways of implementing Eugenics that don't piss people off, and people won't even realize Eugenics is being practiced. You see if you implement, laws, tax/reward Incentives, and regulations in the sexual market based on certain Eugenics based goals, for example breeding out certain bad traits in women, and guanteeing men of higher mental chaste (men with higher cognitive ability), who may not be 6'4, or of a warrior chaste, can breed and pass on their genes at an optimal level, you wouldn't have to enforce this with systems that force sterilization or designated girlfriends/wives. Humans require an illusion of freedom, but a guiding hand of an Authoritarian Shepard to be truly at peace, and make progress.
