Depends on your location (I'm from a western country), I'll admit it is on the higher end of being short but it's still overwhelmingly short, you'd have to have a really good face to compensate.

I wont lie, 5'4 at 18 isn't a good sign, but there's a small chance that you could still change physically over the next few years. On the plus side, you're not sub5 facially, you have a supportive family, and you do well socially so, focus on that for now, as-well as school/ work.
With all that in mind, give it another 5 years before deciding its truly over. With that height it probably is, but its still worth doing the things above.
