What I'm proposing is that maybe this might be a way (overstepping) to create demand to pull away from guarding Israel.

You can't just directly express a desire to pull away from Israel and expect to stay relevant. Jews would sabotage your re-election. Look how shitty Rand Paul did in the 2016 primaries, best he seems to have done was 5th place with less than 5%.
