There are big industries, figures and communities based on the idea that you can change your naturally inclined behaviors and manipulate social situations to your betterment when you follow the proprietary formulas of self-help speakers, pick-up artists and fraud prosperity gospel preachers.
I actually watched netflix's original Tony Robbins documentary, for those unaware he's basically the biggest face in the motivational speaker circuit and self-help industry selling seminars with ridiculous price tags and books to solve all manner of problems you might have. In his documentary he actually implicitly admits that he has always had a natural gift, he tells a story from high school where his choir teacher pulled him aside and told him he was the greatest communicator he'd ever seen. He also has Chad tier looks btw.
Then there's the youtuber with the channel "charismaoncommand," he's very knowledgeable about what makes charisma and how some famous figures were charismatic, yet his personality is grating and when he isn't just doing voice over and shows himself he seem awkward. He gets charisma yet he can't really replicate it. And his channel is basically just to promote his "charisma college" that I assume requires a paid membership.

Those prosperity gospel preachers get the lowest common denominators approval and bilk so much money out of them it's sickening. They will burn in hell.
Basically no one can really effectively game social technique. Genetics probably has great influence over this as well. And looks mean an automatic charisma boost or drop. They can profit off of the gullible and you can get scammed to debt or make a total ass of yourself with their bullshit though.
