You see a lot of politicians and nationalists throwing around this term to refer to their own country, for example, an American politician saying the United States is the world's greatest country
So my question is this: Which independent state actually deserves this title? Which country throughout all of human history is/was actually the greatest?
You can answer based on any criteria you want, it's up to you to determine which country is/was the greatest based on your ideals and what is important to you, just explain your answer
I'd have to go with Rome, I'll try to keep my explanation short. The Roman state's longevity alone was astounding, from the Kingdom, to the Republic, to the Empire and the Byzantines. Sure it changed A LOT, but it was undeniably still the same state. The influence of Rome was also unmatched and is still felt very strongly today in every corner of the world, the advances in sciences they made, their conquests, the trials they faced, we've never seen any other state come even close to the level of Rome
