Partially but I think their underlying message is that they can treat life like a birthday party, and the implied responsibility for any seriousness/ effort for their blowoff is something they find a "subtle" irony with (hence laughing) when it's not being given. So the foid has made some dodge strategy.

I always though it was to indicate recognition of a double standard: TEEHEE short men are disgusting and fat women are beautiful, TEEHEE women are always victims of sexism and men are always sexist, TEEHEE sexual freedom for women is good and high rates of male celibacy is funny etc.

Women do it when they forget a movie character people are nerding out about when a movie comes out.
Or when you are asking them for something and they'resaying they can't for some reason.
TeeHee can be used in a context as a gesture for an irony that they think the men are too stupid to see.
The Irony of giving a pedestal to fat women and none to short men is that women will be given dominance to them in the long run/ future.

Women teehee when they can use their "goodie two shoes servant surface" as a cop out, which provides an irony for men. It makes them feel they can finally have the dynamics of proper dominance in their favor.
