They are hinting at the truth here but don't tell the whole truth. This is female hypoagency at play. What they are essentially saying is that psychopathic men somehow manipulate womens heart strings, when that's not what is actually happening. As if a person could manipulate another person to fall in love with them. Obviously that's not possible, there's no magic potion like in fantasy novels that can somehow make a person fall in love with you. I personally can't recall a single time that men have said that a woman 'manipulated them into loving her.' Not saying that no man has ever said that, but I don't recall ever hearing or reading so. Seems like it only happens to women.
But of course women can't accept personal responsibility of any kind and when there's a man in the mix, then male hyperagency takes place. If something happens between a woman and a man, usually most people assume that the male had more responsibility in that situation. When people see a couple arguing and fighting and the woman berates the man, usually people think what did that man do to deserve that treatment. When its the other way around, people see it as him abusing her and that she deserves none of it. If he's talking down to her, its because he's an abuser. If she is talking down to him, he must have done something to provoke that treatment.
Feminists say that women are often seen as objects, as in women have less influence. I very much agree. This is partly the reason why women tend to get shorter prison sentences, neotenous features make women seem more innocent and like they have no power or influence. Of course feminists argue against this, they say that women are full fledged humans and not 'stunted men' with less capabilities and less decision making skills. Its an essential part of feminism to promote the view that women are just as capable as men.
This article pokes at the truth, but its not the whole truth. And the truth is that there's no manipulation involved. No mind tricks involved. Nothing of that sort, its just that women find men with psychopathic traits attractive. And that's that. This article makes it seem like women have no authority in who they fall in love with, even if its a violent murderous criminal with no remorse. She has no influence. She has no responsibility. Of course they must phrase it as the psychopathic man manipulating the woman to fall in love with him, because the truth isn't flattering towards women, therefore the truth must be concealed.
