My father wasn't circumcised though he doesn't seem to be against it, just indifferent towards it. Also despite me getting severely botched, she had my younger brothers circumcised as well, and at the same hospital.

Even here in america there's usually no consequence for doctors who botch circumcisions on infants. It's not considered a criminal act, so the only potential consequence would be in civil court, but from what I've seen most parents don't sue when their son is botched. When a lawsuit is won on behalf of a victim who is a minor, the money is set aside for the child until they become an adult. So from the perspective of the parents they'd be spending money to sue someone and wouldn't get the money back even if they won, so why would they sue? They ultimately just think "it's not my problem". And if you were botched as an infant, you can't sue because of statutes of limitations.
To be fair while my mother was the one who was adamant about doing it, my father was completely indifferent, and didn't seem to care I was botched either. My life never mattered.
