Ideally, scientists have a hypothesis, run experiments and/or collect data, and then they come to a conclusion that may or may not support their initial hypothesis. If it does, they might then do some philosophy (the Ph in PhD) and come up with a theory. Afterward, they, or other scientists, would conduct further research with different hypotheses, and that theory would be put to the test for it's predictive and/or explanatory power.
That's the ideal.
What typically tends to happen, though, is that somebody (corporations mostly, but sometimes governments) with an agenda wants to find (or fabricate) evidence that supports the conclusion they've already made to increase profits or push policies. They'll either have their own lackeys conduct faux-research to make it look good and official, or hire intellectual prostitutes from academia.
Time will tell whether or not this Dr. Horgan turns out to be a real scientist interested in the truth, or just another academia whore using their credentials for their own gain.
I'm honestly not sure yet. We can do our own detective work and draw our own inferences, but we have little data to support either notion yet.

We should probably start mentioning this guy (Doctor John Horgan) constantly so that he can't make his reports without referencing our references to him.

Honestly, if any of us are programmers (I lack the skill to do this) we should be running scripts comparing any papers this guy has published to posts on this board, to see if we can find any patterns where speech mannerisms of certain posters resemble this guy's writing style more than others.
It wouldn't be guaranteed to work (he might have known from the outset to intentionally write in a different style, and he will certainly know not to after reading my post here) but it's a shot.
