With some creative liberties (such as intelligence being dampened, but who knows maybe in a perfect society where we're all 5/10s we'd learn "intelligence" is overrated)

its a Utopia where Chads and Stacies are forced to wear handicaps to bring them inline with everyone else, its an exaggerated attempt to make all humans equal. I'm starting to wonder if Vonnegut was a Chad, that would explain why he thought everyone being brought to an equal level would be a nightmarish scenario, because he would no longer mog 90% of the population.

I suppose the only problem here is figuring out who or "what" would define "what is beauty"

No it’s still a dystopia because it stifles progress. The only true utopia is in which all inferior people are elevated to the level of the superior ones with genetic engineering.

New technology isn’t always progress. Progress is learning compassion for fellow human beings and showing the world the light of the human heart. And we really haven’t made much of it since the mid 20th century.
