Okay, but really. My mouse (razer abyssus v2) has been acting weird ever since I reinstalled windows on my new PC, on other PC's it is fine, and I've tried other mice on my new PC, and the problem still persists. What is the problem you ask? My mouse feels like it has general input delay, especially if I don't move it for about 10-20 seconds, it'll just be like it's turned itself off (I've tried making sure this doesn't happen in device manager and power saving settings). Could it be a fault with a USB port? My PC is pretty much brand new (except for drivers, which are all up to date), so idk what it could be.
 
You may need to install mouse software and set polling rate/performance mode to max possible or you are missing some usb drivers - go to mb site and install them all

Probably a driver fault.
go to windows + X -> Device manager -> Mice and pointing devices -> Rollback driver
Also check the Mouse settings in windows settings
