It's not only about technological stagnation, but economic one as well. The amount of Westerners who honestly believe that Russia isn't a dirt poor shithole, just because they believe it's "white" and that in their 2-dimensional thinking automatically means "rich", is ridiculous. In terms of wealth, Russia is around Jamiaca's or Iraq's level.

Going back to technology, it's actually almost funny.
That article was written by a Russian nationalist who openly supports the war. He is not a Russia-hating Western plant or anything. Still, this is what he had to say about Russia's robot density (the amount of industrial robots per worker.)
Since I am from Slovakia, this obviously surprised me, and I looked a bit closer at this. From the data I've seen (the data he's talking is from 2011) this was true up until very recently, when Russia finally got more industrial robots in total than we have, despite them being a
massively larger country.
Compare with the leaders:
Since Russia's rate is 6 per 10,000 and Slovakia's, according to the graph above, is 175 per 10,000, then, given that there's about 30-times as many Russians as us, that
should mean that, by 2021, they had a
bit more robots in total than we had, but honestly, I'm not sure of that

Compare that with China, which already overtook the US in this metric:

Maybe the pro-Ukraine Westerners here think so, but those of us who live in the region and in the countries bordering Ukraine, we are quite concerned about our lives
in general in this situation. Russia has never accepted the integration of our countries into the EU and NATO, and for as long as I can remember, the Russian government has always talked about us in a way that made it completely clear that they believe that they should rule over and control us, with us not having any say in our own politics. When we see Ukraine fighting, we know that if it falls, some other country in the region is destined to be the next Russian target
