Literally, it's not difficult.

You could solve one of the leading causes of Inceldom in only a few generations after Mental Retardation has been bred out.

I feel this way about parents that willingly carry children to term with genetic disorders and the like.

Conventionally unattractive parents carrying a kid to term is one thing, because they're probably usually blissfully ignorant about the struggles of being ugly because they got lucky. But carrying a child when you know they're going to be not like the other children or potentially worse is a different kind of evil.

This is the kind of thinking that would actually solve problems—It's brutal, but effective. Society needs to wake up and realize that not everyone needs to live. This is not only beneficial to society as a whole, but also prevents a significant amount of suffering from ever occurring to the individuals themselves.

I don't really agree with eugenics but I can see what you are saying. But genetic anomalies will always occur. Radiation from the environment can change DNA in the reproductive cells without anyone knowing.
