"Social skills" are not even a thing. Its not a skill. Either you like socialising because people like to be around you, or you avoid it because its not rewarding. Therefore its not a "skill."
Unless you were abandoned as a child and you were raised by a pack of wolves, you don't have "poor social skills." Everyone has a basic understanding of how socialising works and you can talk to other people just fine. Its just that you have recognised that social interactions are pointless for you, because socialising with others isn't rewarding for you.
If you were attractive, people would give you positive affirmations that you are attractive, important and liked. It would cause a positive feedback loop resulting in you becoming more and more confident and becoming more and more social. Attractive people don't need to avoid social situations, because they don't get negative feedback from it. Ugly people do though.
Why would an ugly guy keep socialising, when its not rewarding at all but rather makes you feel even worse inside? Even a dog gives up eventually if it can't get the treat inside of a glass box.
