Some people say that when women dress sluttily they're asking for rape. I don't agree. First off, that assumes men have no self-control. It's misandry. Furthermore, if women ask for rape why don't they hold signs saying "rape me?" I have seen one women hold a sign saying "will trade racists for rapists." She means she'd rather there be rapefugees in the country than racists. This is the only case I've seen and even then she seems to only want to be raped by rapefugees, not just any men. Perhaps there's other cases I'm not aware of. Lastly, this saying is also sexphobic. It implies that women shouldn't dress sluttily.
I do think women enjoy rape. Perhaps some women may even post their fantasies on r/rapekink. Perhaps some women who dress slutilly do want to be raped, but it could also be because summer is hot and covering up may or may not make you feel too hot. Perhaps she's also aiming for a body tan. I think most women know, though, that men have self-control and won't rape if they see a beautiful woman.
