This is one of the problems. The promise of this under the system you have thus far described already happened in History. K9 and you have both gone into great detail on it. But none of this ever works, in the jungle. What @LesscoBlob mentioned is a bit better, but government subsidy gals who are given out on a Looksmatch basis would become very tricky to manage also.
