Need programmer advice on a macro

Is there a programmer here who can help me with a macro?
It should do the following:
Everytime someone gets banned (doesn't matter if temp or perm) I want it to post "Free him! @*insert username of latest banned user*" in the Ban Discussion Megathread.
Would that be possible?
