Sicilians and Southern Italians fall within the European cluster; their dark appearance mostly has to do with high ANF DNA and Mediterranean selection pressure. From what I understand it always was just a different term for European though. That's why, as I mentioned above, there had never actually been any wide-scale view of any Europeans as non-white or any non-Europeans as white. The two terms are inevitably linked, since non-Europeans are almost always darker than Europeans and even Meds are lighter-skinned than a very large percentage of the world.

MENAs and Central and Northern Asians can be quite pale, and from what I've seen in some photographs in news stories about Siberia, indigenuous Siberians especially seem to be some of the whitest-skinned people on the planet despite being clearly non-European, but I don't think there was ever a point in history when they would be seen as white as, for Europeans, that term has always been a synonym of "European", and they clearly aren't considered to be so by anyone in the world right now.
