The mean ages of the research participants were as quoted:
"The mean age at Wave I was
15.6 years, and ranged from 11 to 21 years"
The mean age at Round 1 of data collection was
13.6 years and ranged from
12.5 to 14.7 years.

This is emphasised in the conclusions:
"Conclusions: Higher intelligence operates as a protective factor against
early sexual activity during adolescence, and lower intelligence, to a point, is a risk factor."
This study was done in 2000. Now let's look at a 2011 study.
https://www.ncbi.nlm.nih.gov/pmc/articles/PMC3134531/
This study tracked 536 same-sex twin pairs to do a behavioural genetic study on the relationship between iq and age of first sex.
"Nearly all participants had had sex by Wave IV (92.45%), and there were only 9 out of 536 pairs in which both twins reported being virgins."
Even MOST of the high IQ's eventually had sex, albeit at a later age. This is consistent with and typical of a K-life history strategy as high IQ individuals would be
less risk taking and therefore remain as virgins for longer. Not to mention
they are developing at a slower rate, but reap later rewards as K-strategists are geared for long-term investments and ultimately live a longer lifespan, which is again correlated with high IQ.
This view is supported by the authors.
"Alternatively, the genetic association between achievement and age at first sex may be due to genes influencing timing of pubertal maturation. When children mature physically is one of the strongest predictors of when they report sexual desire, first date, behaviors such as kissing and petting, and first sexual intercourse"
