This isn't really an IQ type of problem, because it requires too much prior knowledge and too much trial and error. If you've never seen this type of problem before, you'd probably go down a dozen time-consuming dead ends before you tried modular arithmetic, assuming you've even been taught about that.

Any number using the decimal number system is expressed by 10 digits(0-9) and that number has 9 digits, all different numbers based on the question, so one of the numbers(0-9) is not included in the answer.
