When they're done very well it can be OK. Like in Fallout 3 or some of Skyrim I remember them being good. But in most games... MAN they're tedious.
Like, my favourite game ever is Phantasy Star Universe which is... sort of an action MMORPG... kind of. Anywho, it really doesn't rely on quests which I think is why I liked it so much. You just played through levels with your friends.
I think it's much more fun that way but it does require the devs making more levels and... maybe that's a reason why quests are more common. It's easier I guess to just give the player lots of little tasks to do within one area than to make a whole bunch of new areas.
