There is a widespread misconception that pedophile = child sex offender. In reality, pedophilia is simply an exclusive or primary sexual attraction towards pre-pubescent children - this is genetic and cannot be helped.
It's impossible to gauge the exact percentages of these things because people aren't exactly going to shout from the rooftops that they find children sexually attractive, but it's safe to say the vast majority of pedophiles are not convicted sex offenders, and most sex offenders aren't pedophiles - many will have committed sex crimes against adults or adolescents instead.
You can't help what you find sexually attractive. As far as I'm concerned, if someone finds children sexually attractive, there is absolutely nothing morally wrong with them sitting at home and masturbating to regular pictures of them as an outlet for their genetic sexual feelings. It's not negatively impacting on anyone else's life. That only comes with the small minority who will act on their feelings by coming into physical sexual contact with children or being complicit in the creation or promotion of child pornography. Someone sitting in their house looking at stock pictures or focusing on the arousal they felt at the sight of a 10-year-old girl in a swimsuit whom they saw at the beach? Go for it, nothing to see here.
