Kogoro Mouri (aka Shinichi Kudo) is now permabanned. He kept breaking the cherrypicking rule over and over again, and since he'd break the same rule coming right off a temp ban multiple times, it was clear he has no regard for the rules and that temp bans weren't going to change his behavior.
I'm not completely against letting him back at some point in the future if he writes a good ban appeal, admits to wrongdoing without downplaying without playing rules lawyer, and promises not to post bluepilled or cherrypicking content again. But even then, he's going to stay banned for a good amount of time since he's demonstrated that temp bans would not modify his behavior at all.
