To be quite frank this is incorrect and a poor analogy. A correct analogy would be to compare it to "dry" and "wet" counties for alcohol.
A dry county, if you couldn't already guess, is one which prohibits the sale of alcohol. However not all counties are dry of course. The purpose of different types of counties is to appease those who want to engage in what is seen as degenerate activities in one area, so those degenerate activities don't affect other parts of the population that want nothing to do with it in another area.
