Serious A free and simple way to make a 2D RPG game?

I'm on a PC, trying to make a game. I originally wanted to make a Fantasy RPG game that's 3D (i still want to) but it seems way too hard. So i figure that 2D would be better. But can you help me with what engine or game maker thing to use for this?
