People are basically free to do what they want and are encouraged by society at large to completely degenerate without regard to morality. It's an interesting question, and it's quite complicated, so there will be a lot of text here. In fact, I have a dilemma on the one hand, I would like strict prohibitions on the whole society, enforced by the violence of the state. But on the other hand, we all know that a strong state will be used for evil by the ruling class against those who will be dangerous to the ruling class. In fact, living in moralist society, you will be obliged to marry some whore if she says that you are her first, which may be a lie. That's a utopia for anyone who isn't a degenerate hedonist. A ban on pre marital sex would essentially eradicate inceldom.
