Why is Trump cutting federal workers job to save $$$, but still cutting 4.5 trillion in taxes?

I like Trump and voted for him, but this does not make a lot of sense to me. Federal workforce makes up 2-4% of the federal budget but 4.5 trillion is tax cuts would make a huge dent.
