The West wants to rebuild Ukraine, but it doesn't make sense to rebuild Ukraine if Russia might attack it again. So say there was a peace deal and Russia kept the 4 SE provinces The West would need to bring the remaining Ukraine into NATO, and build heavy duty NATO bases in Ukraine, and say any attack on Ukraine and all of NATO is coming for Russia. I don't see Russia agreeing to that.
Without that the only way the West can ensure security in Ukraine is to help build up the Ukrainian army to defeat the Russian army and bring Ukraine into NATO with the threat that if Russia continues its mass drone and missile attacks on Ukrainian cities, then NATO will hit Russian targets.
