Yes, they do get easy access to universities, but not many major in science. Those that do major in science, drop out or change majors while they're in university. In the US, there are very few Black scientists. Neil de Grasse Tyson is famous because he's an outlier.

I'd say it's 50% cultural problem and 50% due to bad genetics. Even black children raised by upper class wealthy whites have higher crime rate than poorest whites.
