Because a NEET is mostly someone who has mental illness or just struggles to get a job, not just someone who decides to be a NEET because he does not want to work.

In my country, you don’t have to be disabled, you just have to convince the state that you tried to get a job but you failed. The. You get unemployment-benefits (money) which isn’t that much but you can at least survive.

If you have a disability, you get disability-benefits, it’s the same just for another reason.

Well, Germany tried doing it back in the 1930's. They had a workers centric ideology where the party implemented a revolutionary system to reform society to get rid of "low performers".
