An open mouth with a tongue out is a submissive pose and it signals that the person is waiting for something to be put into it and in this case that is, you guessed it, cock. Nothing but an attempt to make themselves more attractive.

Not sure about the dog filter, dogs are liked and submissive towards their human so it could be an attempt to hijack the love you have for dogs and piggy back off of it to cause attraction or an attempt to come off as more submissive by associating with lower creatures. Most likely it's just a hive mind thing e.g. it's popular because it's popular.
