He had a vest and a gas mask on when he was shooting, then he ditched them as well as the rifle and tried to blend in and escape. (Also he had gas grenades and never popped them, wtf). He could have popped the grenades, hid, ditched the shirt and put on a different one, or put on a jacket and it would have given him time to get away (until the rifle got traced back to him of course).
