Not every sex offender against children is also a pedophile. Most sex-offenders against children can be classified as regressive offenders who resort to children because they can't get older victims/sex-partners. Children are replacement objects for their sexual phantasies. Children are easier to get for them, because of their naive nature and their small bodies.
