Well the idea of broly being the lssj was something the dbz non canon films focused on
But dbs didn't really treat Broly that way, so i'm not sure

It's DBZ broly. Goku is not blood thirsty enough to be it and just got the weak version of it that needed extra forms to stay powerful. My headcanon do not steal btw.
In my opinion, Broly is legendary, but legendary because he's a genetic mutant. However, it was Goku who fulfilled the prophecy, becoming the legendary Saiyan.

Broly being the "Legendary" Super Saiyan is a result of Broly being a mutant, if you check out "POOHEAD189Z" on youtube he goes very in-depth with the Mutants of Dragon Ball.
For example the Ginyu force is actually all just a bunch of Mutants, hence why they are so much stronger than the rest of Friezas forces, so in terms of status? Goku is the Legendary Super Saiyan, and I am actually pretty sure in the early translation and episodes of the franchise they even called him that, and Broly has the "Legendary Super Saiyan" transformation and power buffs, which is a side effect of his Mutant power, so he is the holder of the "Legendary Super Saiyan" transformation only.

I've always seen it as Broly. Who it is really depends on how you wanna define 'Legendary Super Saiyan'
What about Bardock?

It's not canon that Bardock became a super saiyan
But Broly also isn't
That's why i said DBZ broly is lssj in his non canon movies only
