I'm sort of doubtful of that proposition - Chinese gunboats never rolled down the Thames or the Loire. Japan never managed to drop the A-Bomb on New York and Washington. Weren't Korean scientists who first brought Man to the Moon, either.
(Personally, I'm inclined to believe that there exists no racial differences regarding intelligence within humanity which is a pretty horseshit racist idea in any case - though my definition of what constitutes humanity naturally leaves out Curries, which, really, you'd be hard-beggared to argue are human!)

Er, no, not during the Space Race, anyway: America's immigration laws was essentially Whites Only before the Civil Rights movements forced a paradigm shift regarding the racialist conception of what it means to be "American". Back in the 1960s, there weren't many other Asians in America, aside from the Japanese American population, but most probably weren't working in academia or science, no less in NASA. The majority of scientists working for the Apollo program were white.
And yeah, Neil Armstrong certainly isn't the smartest man in the world - but an immense amount of intelligence is required in order to, y'know, build a vehicle capable of taking humans from Earth to the Moon and back, crossing space twice?
