He's a banned troll who broke the rules by having several alt accounts. He also used the emoji in a malicious manner.

He posted the emoji in Ban Appeals. If he didn't, I would have been the ONLY user to have ever posted the emoji in the Ban Appeals subforum. He stole my thunder
