Well yes, but the thing is this population was primarily confined to Rome-proper(aka the City) which went through wars, disease, famine, etc.

See above, basically it was only to Rome itself, but this population had a high mortality & low reproduction rate which combined with other things caused it to collapse & then late the city became more European again.
South Italy was also colonized by the Greeks of Classical Antiquity(Mycenaeans), who later became "italicized" Linguistically
Basically, the city got an influx of migration, but they died off & it became European again
