A high tier normie is a term primarily used when two incels are arguing about a man's looks, one of them finally recognizes that the guy being rated is a Chadlite but doesn't want to admit it, so he puts "high-tier" before normie to signify that without losing face pewpew.
A Chadlite is an 8-8.5/10,has girls hitting on him sometimes, somewhat successful on tinder and lost his virginity before 18,around 16 on average and does amazing in clubs with girls. Has plenty of friends and a fun, but not so dramatic or tensed life in high school and college. A high tier normie is a 7-7.5/10, has some matches on tinder, but not very successful, does relatively good in clubs and probably once or twice a girl hit on him, has friends and a quiet un dramatic life in high school, no bullying, but also no amazing popularity and girls don't wet themselves in front of him, but they don't feel repulsed by him.

In my mind a Chadlite and a high tier normie have similar facial PSL (6+) but a Chadlite has height as well.

They're both in the 6-7/10 range, not enough to be Chad 8-9/10 range.
Fair to say they're basically the same, one point difference isn't all too noticeable.

4/10 = low-tier normie (lingo for slightly better looking incel)
5/10 = normie
6-7/10= Chadlite (high tier normies are often identified as 6/10 but they're basically on par with 7/10s)
8-9/10 = Chad

This is where your confusion stems from.
8 is chadlite, 7 is high tier normie, 6 is mid tier normie, and 5 is low tier normie. Anything less is subhuman. Tbqh though, sub8 is subhuman according to foids.
The higher you are on the normie scale, the less personality you need to have. Chadlites and chads don't need a personality.
Honestly most of the difference, if any is subjective. Some people here would say they're the same thing while others would claim there is a distinction. Even for people who would say there is a distinction some would assign each to a different looks score, or simply evaluate looks different.

Ive seen foids hit on chadlites when there is no 6'+ chads around. High tier normies still have to try jestermaxxing/ betabuxxing with foids.
Chadlites can still get hit on by foids and doesn't need to cold approach as much.
High tier normie needs iois to cold approach and needs some equity behind him for further progress
