I think they're referring to a different use of Chad. That was mostly to do with Chicago culture, a 'Chad' was an upper class urban guy who received a BMW for his 16th birthday and went to a top university. There was a satirical 'Lincoln Park Chad Society' website which made fun of them. It's a similar insult to 'yuppie.'

The modern use of 'Chad' by incels, etc., is fairly different.
