The relative murder rate in the United States over the past eighty years among whites and blacks (per 100 thousand population of each race).
I have already written that if we subtract the murders of blacks (and in general all the crimes committed by them), then the United States would be an ordinary European country in terms of crime, like Netherlands or Italy.
(and now Latinos are beginning to contribute more and more to crime).

For whites, the murder rate has been almost at the same level for the entire last century. And blacks had a rise in murders in the 1960s and 90s - a time when they were endowed with equal rights with whites. Probably, it was the freemen who caused such a sharp rise in crime among them. And in the 2000s, everything began to decline, the murder rate among blacks became "only" 3-4 times higher than among whites.

And it's not about black poverty. With the same level of poverty of families, when living in the same poor city or quarter, the level of criminality of blacks is still many times greater than that of whites. The point is in culture, for example, in a higher level of fatherlessness among blacks, and fatherlessness is one of the reasons for the disadvantage for the child.
(and among Asians in the United States, crime is several times less than that of whites - the point is also in the culture of Asian peoples)

What happened in 1990s that caused the rate to drop so low?

No idea, maybe the advent of video games. Although I don't think video games were popular among blacks in the United States in the 1990s.
