In that case, Europe wouldn't be able to successfully conduct a multi front counterterrorism campaign on Africa soil. Let me remind you how really bad Operation Barkhane ended in the early 2020s. The US is the only guarantor of security for Europe, whether you like it or not.
If you'd like to get blown up by a car bomb or get randomly stabbed by another fellow Muslim (without being able to recite back "la illah illaallah" in case you're an actual Muslim), then you have a truly serious problem.
The world doesn't need terrorism right now. We need AGI, and that can only be achieved in a world-wide basis through systematically laying down arms and securing a long lasting peace on every dark corner of this rock planet— which is orbiting around yet another giant (but flammable) rock.

Well, ISWAP actually has Arab commanders within their own ranks (they actually hold important roles and they do handle fighters on these raiding operations), and that group is still holding out quite impressively to this day and, in fact, most analysts agree that ISWAP slowly expanding territorially wise (in the north). But regarding their tactics used in West Africa, these are actually feasible since groups like IS-GS(and West Africa) or even JNIM themselves use motorcycles in high numbers so in order to overwhelm outposts and outnumber those small garrisons in relatively flat terrain (unlike in both Syria and Iraq where there's an actual variety of landscape in the central and northern parts, depending from where you're looking at).
Nigerian Army on the other hand, well, that army does suffer from rampant corruption (as in the case for most West African armies) and they wrongly allocate most of their military hardware (mostly Chinese provided ones), which makes them susceptible to relatively easy destructive attacks: for instance, a VT-4 Chinese MBT was set ablaze (and ultimately destroyed) last month due to these deadly, quick raids carried out by shock troops during night time.
In other words, it's not going to get any better for any of those West African nations unless major powers ultimately decide to perform a direct military intervention (for the hundredth time).
West Africa's security is and must be a major concern for Europe as it'll directly affect our continental security if we leave terrorism in Sub-Saharan Africa unchecked.

What they need is american style bases, concrete walls and wired multilayered perimeters with fighting and MG positions to house a company worth of troops in a network of forts which is very expensive and stupid so the better way is to destroy the population centres from which these fighters mobilize, regroup and fight and then most probably mingle back like the russians do with heavy artillery and encriclement
You need 1 Major General, 3 Brigadiers, 20 Colonels and other field and junior officers and enlisted men aka 1 Infantry Div
That's not going to happen since the Nigerian government is and will always be utterly incompetent, regardless of who's in charge there. You have to keep in mind most of those West African countries are two steps away from total security collapse (or should I call it, anarchy). The truth is, there's no solution for the entirety of Sub-Saharan Africa unless those countries are ultimately ruled directly (or indirectly) by their neighbor North Africans (or Arabs).
Effective micromanagement isn't a common practice within your average Sub-Saharan African military force.
North Africans are very competent militarily, even Egypt is a very competent force by Middle Eastern standards, Iraq would have never happened under Egyptian command, American raised armies are usually incompetent or rely heavily on American comm networks so they inevitably collapse when the American umbrella is lifted
As long as your country's borders geographically and physically surround the fictional entity of Israel, your country's stability should be "fine" for the most part (worth mentioning el-Sisi's Egypt, an useful Jewish fool protecting Israel). Iraq will most probably collapse in the coming years and Syria isn't that far away from yet another renewned phase of this bloody, decade long civil war.
Syria is bled dry, I don't think it has the population centres left to feed the manpower and industrial power required to field even minor militias, I think Turkey will fund Jolani's Syria as a pet project and construct some good cities, the funny part is Jolani will purge the very men who fought with him, he will kill them in their sleep like the cutthroat he is, if only Bashar's elder more militarily adapt brother was not killed, I don't know how Qusay and Uday would have fared if Saddam's regime was never toppled
A effective government depends a lot on their citizens.
Even CCP, which I consider very effective, would not be able to help African countries if they were governing .
The average Nigerian is as incompetent as your average Nigerian politician. In this situation, I think it all comes down to genetics (intelligence (working memory) primarily) and no amount of political activism or regime change (a classic one) will reshape the landscape of African politics (for the better).

That's why the US should create a joint military task force alongside Europe to secure the Sahel floodgates (which gatekeeps terrorism and further migration waves from directly affecting continental Europe). Hint: it's not going to happen.
