Well, ISWAP actually has Arab commanders within their own ranks (they actually hold important roles and they do handle fighters on these raiding operations), and that group is still holding out quite impressively to this day and, in fact, most analysts agree that ISWAP slowly expanding territorially wise (in the north). Nigerian Army on the other hand, well, that army does suffer from rampant corruption (as in the case for most West African armies) and they wrongly allocate most of their military hardware (mostly Chinese provided ones), which makes them susceptible to relatively easy destructive attacks: for instance, a VT-4 Chinese MBT was set ablaze (and ultimately destroyed) last month due to these deadly, quick raids carried out by shock troops during night time.
In other words, it's not going to get any better for any of those West African nations unless major powers ultimately decide to perform a direct military intervention (for the hundredth time).

Effective micromanagement isn't a common practice within your average Sub-Saharan African military force.You need 1 Major General, 3 Brigadiers, 20 Colonels and other field and junior officers and enlisted men aka 1 Infantry Div
