Which means the thing filmed by the Air Force is necessary a human craft.
And this craft is, like an helicopter, able to maintain his altitude, but also... to go under water.
Notice that 1) this was filmed near San Diego, so this craft was able to reach the US territory without being detected or intercepted and 2) it was filmed in infrared, which means it's a "solid" object (and not a cloud or any atmospheric unknown effect).
I know the US Army are not amateurs filming with their smartphones. They have the most advanced defense technology in the world. And now, they indirectly say that they are unable to know what this thing is, and that such things have been filmed in infrared since at least 2005.
This thing has been made by another army and this foreign army is actually testing the US Army defenses and responses. However, they didn't attacked the US, so it's probably a kind of prototype. The US submarine was however unable to find any trace of this craft in the ocean.

Can't they just be humanoids who managed to develop constantly without collapsing and now they can travel bending space and time?
Well, bending space and time is not easy, and we're in a Universe with 10.000 quadrillion liveable planets. It's very hard to detect an intelligent life form in such a gigantic universe, plus the time to travel there (no means to go over the speed of light, which means it could take 13 billion years to travel to us). In our galaxy alone there are 400 million stars. Finding the Sun is highly unlikely. Plus we emit radio waves only since a century, which means only the stars located at less than 100 light-years from us (our very immediate neighbors) can detect our radio waves.
But the other and bigger problem is much more frightening : the whole Universe is completely
silent of any artifical radio wave. And it shouldn't at all. We should at least detect thousand radio waves emitted by many civilizations from other planets, emitted in the past and reaching our planet. But there's absolutely nothing.
So some have theorized that one of those civilizations may have accidently created an uncontrollable and unstoppable robot army led by an advanced AI. This AI would have wiped any known intelligent life forms... and detected us as we started to emit intelligent radio waves.
Our Universe is 13 billion years old, and it was proved that intelligent life had the conditions to appear since 5 billion years.
But nobody is here, wherever we point our radiotelescope, on any frequency, pointing any star or galaxy... there's nothing at all. If one organic civilization had the opportunity to develop constantly, we would have detected it and it would have probably peacefully contacted us. Also, this civilization, or several civilizations, would have colonized exponentially little by little the whole universe.
None of them succeeded. And while it's unlikely that we're the first civilization to spawn, we don't know why we're the only one existing.
