Notice how Chief despite being her mate didn't even give a shit about protecting her from the bobcat, it was Raccoon who did it.
Raccoon is the one who fixed the floorboards of her new house and she treat him like shit for it.

Her only growth as a character is basically losing her ego enough to let him ride around on her back, since "friends" do each other favors.
But it sounds like he might value her as more than one but is content orbiting if he is at least acknowledged
