You are partially right, the Norwegian flag is in the background. And while both are Nordic cultures and countries, Norway is more strongly associated with its Viking past and Odinism.
But Thor and the Odinist pantheon was also worshipped in Germanic culture (Odin was called Wodan in those areas).
