It's not even that. It's that there aren't enough follicles in the NW7 zone to "dense pack everywhere" without running out of grafts. And even if we had infinite grafts, each graft requires a small cut to be inserted through, and if the surgeon does too many of those cuts too close together, you get scarring and graft failure.
Most surgeons won't go higher than around 50% of natural density because, yeah, you can get lucky and do well with it. But you can just as easily have massive graft failure.
Also I'm blown away that people here still don't understand you have a limited number of donor hairs. You can't "get a hair transplant every year forever" because you'll run out of grafts in 2-3 years doing that.
